Retire unleased work that cannot proceed, such as a dependent of a conflicted edit.
Exact partition totals for every state. list is bounded to 100 records
and has no cursor, so it cannot be counted; anything that must be truthful
about how much work exists has to read these totals instead.
Close a conflicted edit's conflict with a reviewed choice.
Unleased, like cancel: the conflict transition already released the
lease, and the reviewer is not the replay worker. accept-client requeues
the edit as pending; accept-server and discard abandon it as
cancelled. Either way the conflict leaves the record, so no later pass
re-surfaces it, and the resolution is recorded as unacknowledged by any
server.
